Phase 3: Add/improve reusable YAML blocks

- Update .haf_app_wait_for_postgrest with DinD DNS fix (getent resolution)
- Add --max-time to curl to prevent indefinite hangs
- Add diagnostic output on timeout
- Add .cleanup_stale_cache template for permission issue handling
