Simplify detect_changes template to match app patterns

- Output AUTO_SKIP_BUILD instead of AUTO_SKIP_SYNC (more common)
- Remove NFS cache search (let apps handle their own cache discovery)
- Keep QUICK_TEST manual mode support
- Match the simpler pattern used by hafah/reputation_tracker
