Create composable tavern test templates

- .tavern_test_variables: common test configuration
- .tavern_install_deps: pip install for tavern deps
- .tavern_run_tests: pytest execution with xdist
- .tavern_test_artifacts: common artifacts config
- .haf_app_tavern_tests: combined template for simple cases

Apps can compose these with their own DinD/cache setup.
