Validate memoless transfer operations to know exchange, and add force flag for others

This MR, will validate in CLI, if transfer to know exchange has a memoless operations. If it does, there will be an error, because memo is mandatory in transfer to exchanges.

Performing other operations to exchanges, will not be allowed, and will generate an error. User will have to explicit force it, by using --force` flag.

Closes #283 (closed) - exchange part
