TUI - a call for the top 150 witnesses must always be made

Now, when the user wants to search for witnesses and sort by by_name GovernanceDataRetrieval checks the previous call that contained witnesses sorted by HP vote and retrieves the rank information. The top 150 witnesses should always be called, and the by_name part must always retrieve rank information from this.
