What should happen to the operations in the cart when switching working account?

At this point, the flow is as follows:

1. the user has some operations in the cart (created by another working account).
2. the user changes the working account.
3. all operations remain in the cart. When we corrected a governance error, we had doubts whether this was the correct behavior. So it remained to be decided whether we should remove all operations when changing a working account, or leave them all.
