Replace operations "menu pages/tabs" with a simpler single page + dashboard entry points

New Operations page: a set of links (starred items) grouped by non-clickable category names (non-starred items)

Finance

• Transfer to liquid balance page
• Savings Page (should default to transfer, not to show pending withdrawals)
• HivePower management page
• Conversions coming soon (reachable)

Governance (links below take you to sub-tabs of the governance page)

• Set/Remove proxy
• Vote/Unvote witnesses
• Vote/Unvote proposals

Account management (What are we contemplating adding here? gandalf/bartek/abw)

• Account update (set keys, json_metadata, recovery) (Account authorities page to set keys)
• Create an account (NOT coming soon)

Probably SHOULD NOT do these categories, too complicated, not worth it:

• Witness management
• Social
