Test code reorganization:

Introduce clive_local_tools/checkers package, that will store:
- blockchain_checkers - assert which checks blockchain related info,
- wallet_checkers - asserts which check wallet status,
- profile_account_checker - asserts which check working/tracked/know accounts of profile.
