hbd_interest_rate value causing issues on account page & witnesses page

Visiting the account page or the witnesses page causes console error relating to hbd_interest_rate value not being properly fetched while using api.syncad.com This probably relates to the change in fetching witness data, and a missed change in useWitnessDetails (and maybe others) to update the correct HAFBE's API result /witnesses/{account-name} with removing the inner witness object layer (check here for original issue #608 (closed))

This now prevents voters and votes button from displaying on the user account page
