Disable live blocks on home page for non synchronized blockchain

If the blockchain isn't synchronize we should disable live toggle. Also on tooltip it should display message like "function disabled for non synchronized blockchain". We have too many problems with this functionality not working regularly. Maybe we'll think in future about additional security for it.
