Enhance API balance history aggregation: improved query for timestamp/block-range filtering

This update improves the way we handle aggregated history records. Previously, we collected all of them in the materialized view and then filtered by timestamp or block-range, which was slow. Now, we filter right away, making things like 'last 30 days' a lot faster.
