initial setup of ci

Marcin Sobczyk requested to merge ms_setup_ci into develop

Build hived, hive_fork_manager extension, perform replay with sql_serializer and start testing of account history api. Tests for methods get_ops_in_block and get_transaction. There are some issues open is hafah.

This commit updates also haf submodule.
