Recursion is a problem for impact predicates

For example: "Taste is an important criterion when judging which drink is best." impactfully supports ""Green drinks taste good." impactfully supports "Green drinks are the best soda.""

This seems like a fundamental issue when we walk down an impact tree and allow expansion all the way. Not really sure what to do about this yet, will give it some thought tomorrow.
