Meta issue: method for prioritizing of activity (decision making, truth discovery, etc)

The current platform doesn't have any specific features to easily prioritize what users should focus on. Users can create predicates to vote on priorities, but it seems likely that it would be useful to have specific features for how to analyze and display such information to all users or to specific groups of users that share some common sub-interest.

Note that the "priority" of a predicate is different than its truth value. As an extreme example, discovering the truth of the predicate "the sun will explode in 10 years" and reacting appropriately is probably a priority topic even if the predicate is only rated at 10%.

Priorities are also relative, since some earlier disaster might still take priority in terms of resources over the sun exploding.
