Research local mode solution for NPM packages

Currently local mode works for docker container images only, meaning that NPM packages are not overridden. This is very annoying for obvious reasons.

What's the best solution here? Let's discuss and align on a strategy before making changes. Ideally we want something that doesn't require temporary changes to files, especially not package.json files; something that hinges on an environment variable would be fine.
