Add delegation doesn't show correct list of Receivers

Let's suppose there are 3 different users, Alice, Bob, and Carol. Alice created a predicate, tagged it, and then delegated some weight to Bob and Carol. Bob, however, only sees Bob and Carol in his list of receivers, not Alice and Carol as he would expect. Similarly Carol only sees Bob and Carol, not Alice and Bob as she would expect.

So as long as we are logged in as Alice, everything is fine with a Receivers list that has Bob and Carol. But if we log in as either Bob or Carol, the Receivers list remains Bob and Carol.
