Prevent installing playwright in postinstall phase for JavaScript libraries

Currently we have postinstall script that tries to install Playwright, this causes problems for clients of both @hive/beekeeper and @hive/wax packages. In below image you can see this problem in context of @hive/hb-auth which uses both @hive/beekeeper and @hive/wax :
