Also updated default shared memory file size from 54G to 24G

Such tests requires executables from hived, which are not present on TestTools' CI.
To be able to run unit tests on CI, such tests were moved to functional tests,
which are run on hived side, where required executables are present.

Motivation:
In the future there might be more jobs related to
static code analysis and it's better to see right away
what specific job is doing ex. 'lint_...', 'format_check...'
than to see 'run_lint', 'run_format_check'.

The context of the job immediately catches the eye.

Nodes default behavior (when wait_for_live is not set) is to wait for live.
It is not recommended to explicitly set default behavior in this case.

By "manual restart" I mean:

Opposite to other way of restarting with `wallet.restart()`.
