Bi-weekly meeting for Hive developers, meeting 3

This meeting will take place on 2020/05/04 at 2pm UTC (4pm CET).

The meeting points for this one will be :

• dev sync (as always)
• chain id swap testing
• Api working group (how we should evolve hive apis and hivemind)
• Discuss ongoing issues and issues that have been added recently (and close the ones that should be closed)
