HBD in the DHF should not count towards any economic activity as it is effectively "dormant" should only count towards economic parameters when it's distributed. This issue follows the same vein as this MR: https://gitlab.syncad.com/hive/hive/-/merge_requests/97 that removes it from the debt ratio. Beyond just the reasoning that it's good to be consistent on whether we apply HBD that is part of the DHF as a parameter for our economic model or not. There's a threat of an uncontrolled inflationary spiral where should the price drop significantly enough, the HBD in the DHF would becomes a larger portion of overall marketcap raising the inflation, which will effectively drop the price further which will raise inflation etc... And the only way to stop such spiral would be to make a proposal and burn a large portion of the DHF, which is capped at 1% per day, so it's not like we can quickly react to such an event.
