Draft: only for experiments

It is last version prior to new RC but with extra stats cherry-picked on top. It can be used to compare behavior on incoming mainnet traffic to see how many transactions are cut out due to new rc compared to previous version. Note: when comparing just p2p traffic this version should show (near) zero txs dropped due to RC (because it will only receive transactions already filtered by other mainnet nodes according to old RC costs). Only when used as API node we might see some transactions dropped by this version that will pass with new RC.
