Post hf23 fixes

Fix for fe2de2a7: that change was needed but cannot be applied to HF23, because it would potentially change state during replay - it can only apply to future uses

Fix for HF23 code: vop trace for HF23 application has HIVE/HBD balances swapped - this change fixes that, and since vop is only for reporting, the change should not affect state
