Allow account broadcasting transactions with authority to pay RC cost

Evaluate if it would be possible to allow an account broadcasting a transaction using the posting/active authority on behalf of another account to OPTIONALLY pay for the RC cost of the transaction? Maybe using the extensions field to specify that the account signing the transaction is also willing to pay the RC cost? Default behavior will be the current one but with this additional option.

And this should only work when the signature is from the account with the posting/active authority.
