Add multi-lingual support to HC

As both components that use HC (for now), denser and block_explorer_ui, support multi-lingual/tonkenized display, it would be a good idea to support multi-lingual in HC as well. There is no need for a language selector, as this would be passed to the component. Supported languages would be in alignment with what is available on denser/block_explorer_ui
