Cleanup setup_db.sh script

The following discussion from !28 (merged) should be addressed:

At final version setup_db.sh script (similary to other HAF apps) should be responsible only for database setup, without checking out the source code. balance_tracker should be imported to HAF BE as submodule to achieve correct versioning.
