New API endpoints for TVL (& history)

As highlighted in issue #98 it would be useful to have new endpoint that would provide data relating to total value locked in Hive including the total amount of Hive power (staked) and savings across the board (hive/hbd), as this would give outsiders an idea about how much vested are the users into the chain. This will be displayed on BE front end as visuals.
