block_api tests should use prebuilt jmeter image

Should be used base job definition: https://gitlab.syncad.com/hive/common-ci-configuration/-/blob/develop/templates/test_jobs.gitlab-ci.yml#L6 similary to benchmarks done in HAFAH project

This way installation of ubuntu packages (for each job) will be eliminated
