Proposals are mostly showing up as "burn" proposals on proposals page when they shouldn't be

@hb Please look into this. I'm not sure if this happened after last condenser deployment, or if it's somehow a side-effect of updating to develop version of hivemind, but I think it's probably a condenser problem.
