Rather than creating a base job that all the other jobs have to explicitly extend it seems more prudent to create a base CI file with a default job configuration (https://docs.gitlab.com/ee/ci/yaml/includes.html#use-default-configuration-from-an-included-configuration-file).

The default values are implicitly inherited unless a job specifically overrides them or explicitly disables their inheritance: https://docs.gitlab.com/ee/ci/yaml/#inheritdefault
