test for wheel

there was problem where settings.toml file in wheel was missing, clive was failing to run if there was no previous settings.toml, this issue appeared only if clive was installed from wheel (not from source code like all tests), solved by 589d8f95 just before release of version 1.27.11.2

we should have at least some basic test with installing and running clive from wheel
