Link proposal vote actions to the proposal itself

As we recently started supporting proposals into our UI, it would make sense to link any action on a proposal to the proposal itself, particularly in Data view mode (default mode). So, for example, the details of the update_proposal_votes operation below would link "proposal 350" to the actual proposal's page
