Add Setting for Resource Progress Bar Style (Radial vs. Linear)

We want to give users a choice for how their Resource meters (Voting Power, RC) are displayed on their profile.

• Goal: Add a new setting that lets users switch between the current linear progress bars and a new radial (circular) progress indicator.
• Location of Setting: This should be added to the Settings page, under the "Layout Preferences" section.
• Options:
  1. Linear Bars (This exists under name progress.tsx and was deleted with radial indicator application ) . We can get it from https://gitlab.syncad.com/hive/block_explorer_ui/-/blob/develop/components/ui/progress.tsx
  2. Radial Indicators (Defauly)
• Affected Area: The "Resources" section on the user profile page.
