Create a new Richlist page

As the Top holders (Richlist) API endpoint is now ready (https://api.syncad.com/balance-api/top-holders?coin-type=HIVE&balance-type=balance&page=1), it would make sense now to create a separate page for it to show top holders with filtering criteria. The page would be accessible from the new menu added to the top right, but also from the footer lists
