Witness API changes

The backend on api.syncad.com and api.hive.blog will soon be updated, bringing the following changes:

1. The votes_updated_at parameter has been removed from all responses in witness-related APIs.

2. Enhancements to the votes history API include the addition of total_votes and total_pages parameters.

3. A voter-name parameter has been introduced to both the voters and votes history APIs, allowing users to filter results based on specific voter criteria.
