Implement the new segmented search results display in User comments search & permalink screen

As we had recently introduced the new segmented search results display which allows fetching further results and displaying them properly to the user, and to avoid limiting results while searching for comments/permalinks, we would like to implement this functionality into the user comments screen, as well as the permalink search screen so that users always have complete access to data they are looking for.
