Last block time should update on landing page even if live mode is not active

When you load the landing page of the block explorer, the last block time shows below the block #.

This should function like the operations view of the user, where the time of blocks keeps auto-updating (example below - 20 seconds keeps increasing as time goes by).

Live mode does not need to be active for this update to happen
