HC incorrectly reporting most nodes down (intermittently)

@jlachor There are cases where opening HC shows that most if not all of the nodes are down, this gets fixed after few seconds but i believe there is an underlying issue with it. This has happened on several occasions now. See screenshot below

One additional reason/scenario for this could be that HC is performing too many checks or requests that nodes are rate limiting responses giving false negatives.
