Integrate bad actors list into BE

Below link features the latest list of potential bad actor accounts on hive

we would like to integrate this into block explorer so that when someone visits a user profile that matches one of the list, a notice in red would display below the username (both desktop and mobile versions):

"Warning! There are reports that this account is a bad actor. Please exercise caution."

Notice can have a look similar to below (with text above)
