Clicking clear filters would not reset pagination in balance history

When in the balance history page, if you click clear filters after having moved to a different page, or if you switch the coin selected (hive/hbd/vests), the page would not be reset in the url

@mcfarhat This issue is not reproducible anymore, and I have fixed it during testing of the feature balance history charts.
