Add HP Delegations Cards (Incoming) in User's profile

Similar to the current display of HP (Vesting) Delegations card on the user's profile page which shows outgoing delegations, we would like to add an Incoming HP Delegations card that displays who is delegating HP to this user.

Make sure to display HP values not VESTS using the latest approach to conversion recently implemented.
