Create Witnesses page

As you may seen in screen above, the previous implementation of Witnesses page shows:

1. Table with option to sort it on every possible column.
2. Modal for voters.
3. Modal for voters history.

Some features don't work correctly, other are useless. My opinion necessary changes:

1. Leave table as the main content of the page, but remove sorting (set it by default on votes). Almost every other explorer doesn't allow special sorting there, because the general purpose of this table is to show who the most powerful witnesses, and a lot of paginated data there is just useless display.
2. The experience from previous project and working with designers taught me that modal is very hermetic solution and shouldn't be used whenever there is anything better. We can move voters and votes history to another page, to second table or we can make it a subtable, it's still not sure. But I insist on removing the modals.
3. Links and other stuff should leave as it is.
