Create Account page

On previous iteration of that page we had:

• User profile card, with voting and resource state and with the most important info and comments estimations
• User info table – row data about more detailed stuff
• Authorities card with public keys
• Navigations, with counts, arrows and filter button triggering modal
• List of user's transactions

Right now I want it to be divided into two sections (one big column for first, the rest of page for the second)

1. All user info from first three points above.
2. Navigations and list of user's transaction

Don't worry about presentation, the thing I want to see the most is the proper data. We'll find a way for nice display later.
